Capt. Fryer walked out of the Cooke Street Diner around the corner from the Advertiser building, before being gunned down in a Kaka'ako alleyway. (Very strange, the call said the DOA was in Manoa. Those alleys don't look anything like Manoa Valley).

The Honolulu Police Department building is played by the old Advertiser building, both the corridors where they were pursuing Fryer's and Max's shooter and the high-speed exiting out the front. Ka-BLAM!
Sweeping aerial shot of the pink Tripler Hospital, but the interior hospital shots were likely their standby: Hawaii Medical Center.
The pet hospital was also in Kaka'ako.

Looked like the stand-in for the Japanese village was waterfront on the Windward side of the island.
